Teaching, Training and Research Costing Study Public Consultation Paper – Independent Hospital Pricing Authority (IHPA) – 19 December 2014

“The Independent Hospital Pricing Authority (IHPA) is conducting a Teaching, Training and Research (TTR) costing study to inform the development of a TTR classification. The project involves undertaking a cost and activity data collection across a representative sample of Australian hospitals, and thereby develop a costed data file to inform the development of a TTR classification. IHPA has engaged a consortium, led by Paxton Partners to undertake this costing study.

The purpose of this public consultation paper is to provide an outline of the background, scope and proposed approach to the costing study, so that interested parties can learn about the work IHPA is undertaking and provide written feedback if desired. The paper does not provide comprehensive details of all aspects of the costing study. Instead, certain aspects have been emphasised – such as the high-level costing methodology and approach to data collection.

Interested parties are therefore invited to read the consultation paper, and provide a response to the consultation questions.

Submissions in relation to this document should be sent as an accessible Word document to submissions.ihpa@ihpa.gov.au or posted to ‘Submissions’ PO BOX 483 Darlinghurst NSW 1300. Submissions close at 5pm AEST, 30 January 2015.

All submissions will be published on the IHPA website unless respondents specifically identify any sections that they believe should be kept confidential due to commercial or other reasons.”

Independent Hospital Pricing Authority releases National Efficient Price and National Efficient Cost for Australian public hospital services – 3 March 2014

“The Independent Hospital Pricing Authority (IHPA) today released the National Efficient Price (NEP) and National Efficient Cost (NEC) Determinations for Australian public hospital services for 2014-15

The NEP and NEC determine the Commonwealth funding contribution to Australian public hospitals according to either hospital activity levels, or in the case of small rural hospitals, an allocation of block funding.

The NEP underpins Activity Based Funding and will apply to approximately 260 public hospitals nationwide including all of the large metropolitan hospitals.

For the first time, from 1 July 2014 the Commonwealth funding for most public hospital services will be directly determined by Activity Based Funding. Under the new system public hospitals are paid for the number and mix of patients they treat. ”

Development of nationally consistent subacute and non-acute admitted patient care data definitions and guidelines – AIHW – 2 May 2013

“In August 2012, the Independent Hospital Pricing Authority engaged the Australian Institute of Health and Welfare to develop nationally consistent definitions and business rules for subacute and non-acute admitted patient care and care types for implementation in national hospital datasets. The data element for ‘care type’ was revised to include a definition of subacute care. It also clarified that subacute care: is delivered under the management of or informed by a clinician with specialised expertise in the care type; be evidenced by an individualised multidisciplinary management plan that is documented in the patient’s medical record; and reflect both the characteristics of the patient and the expertise of the treating clinician.”

Independent Hospital Pricing Authority releases national efficient price for 2013-14 for Australian public hospital services –  28 February 2013

“The Independent Hospital Pricing Authority (IHPA) today released the national efficient price determination for Australian public hospital services for 2013-14.

The national efficient price for 2013-14 is $4,993 per national weighted activity unit. This compares with the 2012-13 price of $4,808.

The national efficient price for public hospital services underpins the national introduction of activity based funding across Australia for Commonwealth funded public hospital services.

Shane Solomon, Chair of the Pricing Authority said IHPA has determined a national efficient price that reflects the costs of delivering the many different services provided by hospitals across Australia.

This is the first time that IHPA has defined the scope of services eligible for Commonwealth funding under the National Health Reform Agreement. Consistent with the National Health Reform Agreement, IHPA has included services that can prevent the need for hospitalisation, such as community palliative care services.”

“In June 2012, the Independent Hospital Pricing Authority (IHPA) published the National Efficient Price Determination for 2012-13, and the Pricing Framework for Australian Public Hospital Services 2012-2013 that underpinned the determination.

The Pricing Framework was developed over the preceding six months, and included the publication of a discussion paper, an extensive consultation period with key stakeholder groups around the country, and a call for public submissions, which resulted in over 90  responses from a wide range of stakeholders across the country.

IHPA has committed to provide the draft National Efficient Price Determination and draft Pricing Framework to Health Ministers by 30 November 2012 for the 2013-14 financial year, and will again take public submissions in the lead up to this, as required under the National Health Reform Act 2011 (the Act). This document aims to provide some background as to the questions that IHPA considers pertinent in 2013-14, and should be read in conjunction with the Pricing Framework for Australian Public Hospital Services 2012-13 and the National Efficient Price Determination for 2012-13, both of which are available on IHPA website http://www.ihpa.gov.au

Release of the National Efficient Price Determination 2012-13 and Pricing Framework – 8 June 2012

“The Independent Hospital Pricing Authority (IHPA) has released the inaugural National Efficient Price (NEP) Determination 2012-13 (PDF 732 KB) and Pricing Framework (PDF 2,397 KB) for Australian public hospital services.

These documents will support the national implementation of activity based funding in public hospitals.

The Council of Australian Governments (COAG) tasked the Independent Hospital Pricing Authority with responsibility for setting the national efficient price for public hospital services. The implementation of activity based funding from 1 July, 2012 will improve transparency and strengthen incentives for efficiency in the delivery of public hospital services.

In taking on this responsibility, IHPA is guided by the principle that an efficient public hospital system must also be able to provide services that are accessible and meet national standards of quality.

IHPA developed a draft Pricing Framework to guide the determination of a NEP for public hospital services. This was released for six weeks public consultation in January 2012 and almost 100 submissions were received.

Further consultation occurred around Australia following the close of submissions, and this was also used to inform the final Pricing Framework and inaugural NEP Determination 2012-13, effective 1 July 2012.”

Independent Hospital Pricing Authority (IHPA) has released its Draft Pricing Framework for public comment – 16 January 2012

“Members of the public and all interested parties are invited to make submissions on the Draft Pricing Framework, released on 16 January 2012 by the Independent Hospital Pricing Authority (IHPA).

IHPA was established in December 2011 to determine the National Efficient Price (NEP) for public hospital services.

The Draft Pricing Framework is a key strategic document for the newly formed Authority. It will guide the Authority in setting a NEP for public hospital services, including the determination of:

The principles to be used by the Authority in determining the NEP
The scope of public hospital services eligible for Commonwealth Government activity based funding under the National Health Reform Agreement
The criteria for services to be funded by blocks grants
The methodology to be used to price services that are provided to private patients in public hospitals

Submissions gathered in this public consultation process will be used to help inform IHPA’s final Pricing Framework.”
